Project Design Assignment, IFAD — Tunisia

Assignment Name:
Project design assignment for the “Projet Inclusion Economique, Solidaire et Sociale dans les Collines de Kairouan » (IESS-Kairouan) funded by IFAD

Project Description:
Our expert was in charge of covering all aspects related to Agri finance or the access to finance component with gender and youth focus (identify suitable financial institutions, understand target’s needs for (non-)financial services and products, identify promising agriculture value chains). The general objective of the assignment was to study all the elements necessary to formulate – in detail – the IESS-Kairouan project design.

The activities carried out involve:

  • Detail intervention approaches: targeting, gender and specific approaches to increase youth employment, approach involving central, regional and local social affairs offices to support needy families and those with limited incomes, modalities of participation of the private actors (ex. marketing operators) identified in value chains, defining the role and contribution of public actors – identification of potential public-private partnerships – territorial development approaches;
  • Definition and detailed formulation of project components and sub-components, starting from the concept note of the Project (Detailed definition of basic and production infrastructure and investments essential for the development of selected sectors and for improving the living conditions of the populations in the intervention areas (Access, drinking water, etc.);
  • Determination of accompanying measures, specifically with regard to needy families, small farmers and ranchers, youth and women, and socio-professional organizations, but also at the level of the institutions which will be responsible for project management;
  • Define the modalities of implementation of each sub-component and activities to ensure an implementation capacity that meets project objectives in terms of the number of beneficiaries;
  • Analysis of the economic and financial profitability of the project;
  • Definition of the organization and project management framework compatible with the objectives of development of supply chains and defined intervention approaches;
  • Produce the final project design report, including the appendices and in particular the Manual of Implementation, the workplan and the annual budget for the first year and the procurement plan for the first 18 months.
