Institutionalization and operationalization of a national Investment & Technical Assistance Fund targeting rural MFIs in Mali
The activities carried out involve:
- Define the general architecture of the financing mechanism by specifying the legal form allowing the proper functioning of the governance and management structures, by identifying the potential management operators and by establishing the functional and contractual links to be established between these different entities.
- Specify the different financing windows that will be accessible to the Financial Institutions on the basis of the partners who have expressed their interest, the guarantee funds that can be mobilized and the insurance mechanisms that can be mobilized, and the needs of the rural DFS.
- Draft the Ministerial Decree
- Design the business plan (Horizon of 5 years) of the targeted structure. Consider the possibility of mobilizing guarantee funds or insurance mechanisms as well as the structuring and mobilization of technical assistance among activities related to the investment activities of the mechanism.
- Define the status of the target entity, the composition and role of governance bodies, and the terms of reference and job profiles of the restricted team.
- Design the operations manual, job profiles and specifications for the operational team.
- Specify the eligibility criteria and the performance and impact indicators required to access the different categories of resources envisaged.
